The Fair Labour Mobility Package, as its name suggests, is a “package” of measures adopted by the European Commission to implement concrete actions in the areas of the free movement of people and the free provision of services (two of the four fundamental freedoms originally introduced by the Treaty of Rome, signed on March 25, 1957 and currently enshrined in the EU's Charter of Fundamental Rights). At the heart of these measures, therefore, is a very broad audience that includes all those who, for various reasons, are involved in cross-border mobility across several EU Member States.

It consists of five separate legislative bills that address a number of issues of particular importance to the target audience, specifically:

• ESSPASS Regulation: concerning the establishment of the digital European Social Security Pass.
• Skills Portability Act: establishment of a regulation concerning the creation of digital credentials for professional qualifications, valid throughout the EU.
• Revision of the ELA Regulation: aimed at maximizing the investigative powers of the European Labor Authority.
• Amendment to the Professional Qualifications Directive: provisions designed to speed up the recognition of qualifications between member states.
