On June 15, 2026, the European Commission welcomed the political agreement reached by the European Parliament and the Council of the EU on the revision of EU air passenger rights.

This is a historic agreement of significant importance, being the first revision of air travel rules in more than two decades.

• Extraordinary circumstances;
• Fare transparency and carry-on baggage;
• Expanded rights for passengers with reduced mobility and disabilities;

The aim of the new rules is to renew but also strengthen passenger rights, providing greater clarity on existing rules and, at the same time, increasing legal certainty for travelers, airlines, and authorities across the Union.

The rules apply to passengers:

• traveling within the EU on flights operated by EU or third-country airlines;
• arriving in the EU from a third country on an EU airline;
• departing from the EU to a third country on an EU or third-country airline.
