The guidelines of the European Commission on the packaging regulation (PPWR) clarify obligations, definitions and compliance requirements for companies and Member States, helping to reduce the interpretative uncertainties that have characterised the initial phase of implementation of the regulation. Between extended producer responsibility, reuse and restrictions on single-use packaging and PFAS, a more uniform and competitive framework emerges for the European packaging sector. The European Commission has in fact published new implementation guidelines for the regulation on packaging and packaging waste (PPWR) with the aim of ensuring a uniform application of the rules across the single market and reducing regulatory asymmetries among Member States. The document comes at a crucial time, considering that in 2023 each European citizen generated on average 178 kg of packaging waste, with projections of further growth by 2030 in the absence of corrective measures. The Commission’s approach is part of a broader circular economy strategy, aimed at combining environmental sustainability with industrial competitiveness, also through the standardisation of rules and the creation of more predictable market conditions for operators.
